Office of Financial Empowerment

The Office of Financial Empowerment (OFE) manages existing and launching new financial empowerment programs and initiatives. This office serves as the City of Jackson’s internal financial empowerment consultant, brings financial stability lens to a range of related issues, and leverages its leadership role to ensure financial empowerment is central to local anti-poverty efforts.

The purpose of the Office of Financial Empowerment is to expand access to safe and affordable credit and banking products, increase access to one-on-one financial counseling and coaching services, expand community wealth-building strategies, and identify policy and programmatic barriers to improving financial stability.

Jackson's Financial Empowerment Center

Jackson's Financial Empowerment Center (FEC) offers professional, no-cost, one-on-one financial counseling to all Jackson and West Tennessee residents (18 years +). No income or program requirements to qualify for its services. Clients will be given access to tools that can improve their financial stability and achieve their goals. Services include creating a budget, managing finances, increasing savings, maximizing cash flow, establishing/building credit, managing debt, connecting with safe and affordable banking services, and more. The FEC is jointly managed by United Way, City of Jackson, and Cities for Financial Empowerment.

New and returning clients may select an option below.

  • 8am-4:30pm - Monday, Wednesday, Friday

Consumer Financial Protection

The mission of this plan is to prioritize, craft, and implement solutions to minimize, mitigate, and/or eliminate the negative outcomes of consumer financial protection issues, and promote consumer education, awareness, and empowerment among all Jackson residents.

“As we move forward with this initiative we plan to follow the strategic plan and offer more ways of consumer protection.”

Additional Resources

Free, virtual tool that screens users for unclaimed public benefits. State residents can text “Benefits” to 211-211 to receive a free screener, which can be completed in several minutes. Afterward, users will immediately receive notice of eligible tax credits/benefits, along with links to apply for those benefits.
