City of Jackson Outlines Corrective Action Plan for FY 25 Audit Completion and FY 27 Budget Compliance

Jackson, Tenn. – Today the Tennessee Comptroller’s Division of Local Government Finance announced it has temporarily withheld formal approval of the FY 27 budget due to the pending submission of the City’s FY 25 annual audit. City leadership wants citizens to know municipal operations, emergency services, public works, and employee payroll remain fully funded and operational.
Over the past 12 months, the City of Jackson has executed extensive internal financial process improvements, including software modernization, workflow restructures, and enhanced interfund reconciliation controls. The City of Jackson appreciates recognition by the Comptroller’s office of these efforts as the City works to undo the backlog created from the transition of overhauling financial management systems and updating processes.
"We respect the Comptroller’s role in ensuring strict financial oversight across Tennessee," said Mayor Scott Conger. “We are finishing overhauling our internal financial processes, and completing this FY 25 audit is the final step in closing out legacy accounting cycles so our modern controls can take full effect. While citizens should expect more from their government, we know these efforts will improve the speed of our audits going forward.”
To expedite resolution, the City has prioritized audit preparation resources and established a daily progress cadence with independent auditors. The City expects to submit the required documents to our external auditor by September 11, 2026, leading to prompt resolution of our audit from external auditors and formal approval of the FY 27 budget.
