City of Jackson Stormwater Pipe Improvements for Flood Reduction

Notice Date: June 18, 2026

The City of Jackson has applied for funding through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) as a sub-recipient through the Tennessee Emergency Management Agency (TEMA). The proposed project focuses on infrastructure upgrades designed to reduce flood risks, eliminate repetitive stormwater damage, and enhance community resilience.

Project Description, Purpose, and Need

The existing drainage infrastructure at several priority locations within the City of Jackson is hydraulically undersized and incapable of adequately conveying stormwater runoff during moderate to major storm events. As a result, these areas experience frequent stormwater pipe damage, localized flooding, erosion, and the deterioration of roadway infrastructure. These conditions create hazardous travel conditions, threaten the safety of residents, and increase the risk of property and street damage.

To address these recurring issues, the City of Jackson is requesting funds to assist with comprehensive stormwater pipe improvements. The proposed mitigation project consists of upgrading and replacing existing undersized storm pipes and associated drainage structures at four priority locations. These improvements are designed to:

  • Increase stormwater conveyance capacity and improve overall drainage system performance.
  • Reduce roadway flooding and overtopping during severe weather events.
  • Prevent the future loss and deterioration of city streets, public infrastructure, and surrounding properties.
  • Improve public safety and minimize future disaster-related repair costs and service interruptions.

The proposed work will conform to all applicable State of Tennessee and local floodplain regulations, ensuring long-term resilience against future storm events without negatively impacting the local floodplain.

Project Locations

The proposed work encompasses four (4) priority storm pipe projects within the boundaries of Madison County in the City of Jackson. The targeted improvement areas include:

  • Woodruff Street (From Airways Boulevard to the dead end)
  • Old Hickory Boulevard (On or near 211 Old Hickory Boulevard)
  • Executive Drive (From 37 to 77 Executive Drive)
  • Chesswood Boulevard

Note: Based on the latest Flood Insurance Rate Maps, the Old Hickory Boulevard location is the only address situated near a floodway and special flood hazard zone. The remaining locations are not located within a Special Flood Hazard Area.

Environmental Considerations

FEMA funding is conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, and permit requirements. FEMA will evaluate the proposed action for compliance with federal environmental and historic preservation (EHP) requirements, including its potential effects on floodplains, wetlands, and historic properties.

Public Comment Period

The City of Jackson encourages public review and comment regarding these proposed flood reduction projects. Comments are solicited from the public; local, state, or federal agencies; and other interested parties to help evaluate the impacts of the proposed improvements.
Written comments, requests for more detailed project information, or copies of findings will be accepted for a period of fifteen (15) days from the date of this notice.
